Pi Reparations are based upon surviving genocide more so than slavery. Why? Because uncorrected flaws in the U.S. Civil War Amendments could cause the 13th, 14th, and 15th Amendments to be reversed by the U.S. Supreme Court. Should this happen, then reparations for U.S. survivors of genocide of people of African descent must be based on the anti-genocide treaty with the U.N., classifying slavery as a consequence of ethnic cleansing. Blacks could start over again with a new genocide case or use the one already filed that's based upon the CIA conspiracy to deliberately import illegal drugs into America's segregated black neighborhoods, thereby causing genocide.
If the 13th Amendment is reversed, does your state's constitution outlaw slavery? 26 states, the majority of America, do not. That's not a coincidence.
How did blacks make sure Mississippi and Georgia's state constitutions outlawed slavery, but not Illinois and New York's? How many Chocolate Cities are in states that can deem it their right to re-enslave blacks? Lest we forget, DC and territories like Puerto Rico and the U.S. Virgin Islands are at risk of re-enslavement too.
Slavery is a crime against humanity, not just a debt owed. This is important because debts can be discharged in bankruptcy, but not criminal fines called reparations. Detroit declared municipal bankruptcy in 2013, and could try to argue that reparations debts were discharged too. However, have black Detroiters survived genocide since the U.N. anti-genocide treaty was signed in 1988? Or has there been any genocide or ethnic cleansing of black Detroiters since 2013? Let's see what Trump declassifies.
